극동에서 항일운동은 중국만이 아니었다. 1919년 여름 한국에서도 일어났다. 한국대표단은 구라파와 미국에 사는 정치망명자로 구성되어있었고 이들은 파리로 가서 평화회담에 참석하기를 원했지만 거절당했다.   겉으로는 한국사람들은 1910년 일본에 귀속된 이래 순종하였지만 일본의 감시가 극도로 폭악스러웠고 조금만 저항하는 기색이 보이면 무차별 짓밟았다. 한국사람은 그 어느 선택의 여지가 없었다. 속으로는 부글부글 끊고 있었다. 일본사람은 더 분노하게 만든 것뿐이었다. 일본사람은 발로 짓밟은 것뿐만 아니라 쇠몽둥이로 다스렸다. 모든 게 한국 것이라면 다 말살시켰다. 일본사람들은 한국인을 노예로 사용했다. 봉건제도의 의무인 관리와 보호도 없는 노예로 부렸다. 한국의 역사와 전설은 전부 폐기 금지시켰다. 여론이라는 것은 짐승처럼 말살했다. 국민학교이상의 교육은 금지되었다. 학교에서는 일본선생이 군복에 칼을 차고 학생책상에 와서 위협했다. 어떤 경제적 기회도 말살했다. 한국인이 제일 높이 올라갈 수 있는 자리는 노동자를 다루는 작업반장. 그 이상은 불가능했다. 상업은 일본 독점이었다. 현대사회에서 지국의 어느 곳에도 이런 악랄하게 짓밟는 식민지는 없었다.

China was alone in the Far East in its demonstration. It was followed by Korea in the midsummer of 1919. A Korean delegation composed of exiles living in Europe and America also had gone to the Paris Peace Conference to ask for a place in the new day. It did not even get a hearing. Outwardly the Koreans had been submissive since annexation to Japan in 1910. So unrelenting was Japanese vigilance and so unsparing of harsh repression at any sign of dissidence that the Koreans had no choice. Inwardly they seethed nevertheless. The Japanese gave ample provocation therefor. They had not only applied repression, but ruled with iron hand and full intent to stamp out everything authentically Korean. They used Koreans as serfs without rendering the stewardship and protection that is the obligation of feudalism. Korean history and legendry were proscribed. Expression of opinion was savagely suppressed. Education was forbidden beyond the elementary schools and in the schools Japanese teachers came to their desk in uniform and wearing swords. Economic opportunity was denied to Koreans. They might rise to the level of foreman but no higher. Business was a Japanese monopoly. There was no more oppressive colonial regime anywhere in modern times.

The Koreans had borne their lot with apparent resignation, but in 1919 they, too, rose. It was a nonviolent rising. Men and women, boys and girls paraded silently through cities carrying banners but nothing else¾nothing to defend themselves. Japanese police charged into the processions with their batons, swinging wildly and mercilessly. The first row would go down under the attack. Those who followed marched on over them, silently or crying “Long lives Korea,” until them, too, were struck down. It was a Korean version of the Gandhi doctrine and method. It was moving, pitiful, cruel to watch, and futile. Gandhian nonresistance might work in India, where British public opinion imposed restrictions on the kind of punishment that could be levied, but no restrictions were imposed in Korea. The Japanese army was free to use any and all methods, to know no mercy. The movement was broken. The jails were filled with young and old, young more than old. Some of the leaders were caught and dealt with as might be expected. Others escaped. Of these last many made their way through the North Korea Mountains and over the boarder of into Siberia, where they became Communists. Some of them were heard from later, when they led the North Korean Communist government and armies that so long and so bitterly fought the American and United Nations forces. Korean communism was made in Japan, not in Russia.
